The panels will be installed on city arena and community centre roofs, and will generate 2,600 megawatt hours of electricity annually over the next 20 years, enough electricity to power 215 homes.
City officials predict that the project will reduce greenhouse gas emissions by around 480 tons per year.
Installation began this week and is expected to wrap in the fall. Additional panels could be installed in October.
More than a dozen other cities in the province are planning similar projects.
